Beijing Sends Coast Guard Vessels to Diaoyu Islands During Tensions with Tokyo

Beijing has sent its coast guard into the maritime area of the Senkaku islands and military drones near remote Japanese territory as Beijing ramps up strains following the Japanese prime minister’s remarks regarding Taiwan.

Rights Enforcement Activities

On Sunday, the Chinese coast guard stated that its vessels conducted a “lawful patrol operation” through the territorial seas of the Diaoyu islands, which are administered by Japan but also asserted as territory by China.

“China coast guard vessel 1307 formation conducted patrols within the territorial waters of the Senkaku islands. This was a legitimate rights enforcement activity undertaken by the China coast guard to protect its sovereign claims,” officials declared.

Diplomatic Spat

China and Japan have repeatedly faced off around the disputed territory but the recent developments come amid an intensifying diplomatic spat after the Japan's leader, the Japanese official, told parliament that if Beijing assaults democratically ruled Taiwan it might provoke a military response from Japan.

That provoked a furious reaction from China, which has signalled it expects a retraction from the Japanese official.

Island's Stance

China claims the island as its sovereign land and plans to incorporate it under what it describes as “unification”. It has not ruled out the use of force. The island's administration and citizens categorically refuse the prospect of Chinese rule – preferring to maintain the status quo without explicitly declaring themselves independent, but vowing to defend themselves if necessary.

An attack or invasion by China would risk escalating into a regional or global conflict, possibly drawing in the United States and other partner nations including Japan, which has territory just 68 miles from Taiwan.

Military Activity

On the island, the defence ministry reported this weekend that it had detected 30 Chinese military aircraft, multiple naval vessels and one government vessel, which was probably the coast guard, operating around the island over the previous day.

Maps provided by the ministry showed up to three drones operating near the island and the Japanese islands off its north-east coast, appearing to go particularly close to Yonaguni. Chinese military transits there are not rare, but infrequent, and Beijing's defense operations in the island's ADIZ generally has been low in recent weeks.

Late on Saturday, the ministry said China had been conducting another “combined military exercise” to “test our defensive capabilities”. It noted Taiwan had sent its own aircraft and ships to monitor the situation. The island reports such Chinese patrols a few times monthly as part of what the Taiwanese government says is an continuous strategic pressure.

Diplomatic Pressure

Tokyo has been experiencing increased strain from China since Takaichi made her comments, with China’s consul general in Osaka prompting a formal protest from Tokyo by stating that “the dirty head that sticks itself out must be cut off”.

Beijing then called in Japan's diplomat for the first occasion since 2023, and China’s defence ministry stated that any Japanese intervention would be doomed to fail.

Travel and Education Advisory

On Friday, Beijing cautioned its citizens against travelling to Japan, leading Japan to request China to take “appropriate measures”, though it did not elaborate.

Three Chinese airlines said on Saturday that flights to Tokyo could be refunded or changed for free.

Adding to the tensions, Beijing's administration on Sunday advised students to rethink education plans in Japan, citing what it characterized as an unstable security environment.

Although not an outright prohibition, a dramatic reduction in the number of Chinese students could have a negative impact on academic institutions in Japan. A historic high of over 336,000 international students were enrolled in Japanese schools last year, according to official data. They featured over 123,000 learners from China – by far the single biggest group.

Media Response

Late on Saturday, a official press commentary accused Takaichi of staging a political stunt that was “not just dangerously provocative but fundamentally perverse”.

“A conflict between Japan and China would not be a limited skirmish; it would probably involve other powers, including the United States, and could quickly spiral into a large-scale conflict with unimaginable consequences.”

Strategic Positions

The administration in Taipei says only its people can decide its future. Officials in Tokyo have previously avoided publicly mentioning Taiwan when addressing potential conflicts, maintaining a “strategic ambiguity” also preferred by Japan's primary defense partner, the US.

However, China’s ruling Communist party says the unification of Taiwan with the People’s Republic of China is “unavoidable”, and portrays dissent as provocative. As it advances toward potential armed takeover, China has also been escalating its non-military activity and its rhetoric towards the island.
