In excess of 2,000 Victimized Young People and Solo Minor Refugee Applicants Lost from British Councils’ Custody

Based on freedom of information figures, in excess of 2,000 children who were either trafficked or arrived in the UK by themselves to seek refuge vanished from protective services in the previous year.

Report Reveals Concerning Statistics

A study titled “Until the Danger Ceases” submitted FoI requests to youth protection agencies across England, Wales, Scotland and Northern Ireland.

Statistics from one hundred thirty-five municipal councils showed that out of 2,335 children classified as having been victimized or believed to be trafficking victims, eight hundred sixty-four (thirty-seven percent) were recorded as vanished.

In total 141 local authorities replied to questions about lone child asylum seekers in their care, who numbered 11,999 young people. Of these, 1,501 (thirteen percent) were recorded as vanished.

Serious Threat for Endangered Minors

The analysis, published by advocacy groups, warns that these categories are at “serious threat” of vanishing from care.

Several trafficked children in the UK are British citizens while the remainder are from overseas.

They may have faced either sexual exploitation or unlawful manipulation, for example by organized crime groups.

Structural Shortcomings in Safeguarding

Local authorities have a mandatory responsibility to secure and help trafficked and unaccompanied children under youth safety systems. Nevertheless, there is no published national authorities data on the issue.

The new report warns that factors such as uncertain legal status can amplify young people’s exposure to additional danger, placing them at significant risk of re-trafficking and continued manipulation.

Demands for Action

The analysis indicates there is a “persistent and serious deficiency” in safeguarding and calls on municipal councils and law enforcement to guarantee compliance with effective methods.

The analysts also advise the National Education Department to ensure all trafficked and unaccompanied children can obtain appropriate accommodation that shields them from being re-victimized.

Accommodation Problems

Starting in September 2021, local authorities have been obligated to make certain that all looked-after children under sixteen are placed in arrangements that offer supervision.

Nevertheless, youths in their late teens can still be placed in so-called “supervised lodging” that does not provide daily supervision.

In exceptional circumstances, these older children can be placed in shared facilities, caravans, camping structures, boats, or communal living with non-family members.

Professional Reactions

“This study highlights the threat trafficked and unaccompanied children face. It is still puzzling to comprehend why these children continue to be failed. They are repeatedly failed by the structures meant to support them, whilst being penalized by policies that worsen the problem.”
“All young people should experience secure and guarded, yet victimized and solo young people are consistently let down by the very systems designed to safeguard them.”

Authorities Reply

An official representative commented: “This government inherited a children’s social care system unable to satisfy the needs of the country’s most vulnerable children.

“Our landmark youth welfare and education legislation is the largest reform of children’s social care in a generation, implementing our objective to eliminate the relationship between young people’s background and their later achievements.”

The representative stated further that the actions include enhancing the supply of care placements, improved communication, requiring the creation of multi-agency child protection teams in every area, and establishing a new responsibility on associates to systematically involve learning and care environments in their protection systems to help avoid children being overlooked.
